Minister's reply on parity

Dear Members,

I am attaching  reply received from the Hon'ble Minister, Public Grievances Shri. V.Narayana Swamy, in response to the SG,CAICGSA's letter sent through Hon'MP, Shri.Kodikunnil Suresh.  I felt the reply of Minister is not at all convincing and relevant to our grievances.  Members may please forward their feed back and points for  writing back through MP.

  1. We demand parity in all respects including fixation of pay in the 6 CPC. Parity can only be established the stenographers working in non-secretariat are given the same treatment to the Secretariat as on 1.1.2006. Other than that are eye wash.

    The Minister may be informed of the 6th CPC recommendation at para 3.14 which is reproduced hereunder.
    3.1.14 In accordance with the principle established in the earlier paragraphs, parity between Field and Secretariat Offices is recommended. This will involve merger of few grades. In the Stenographers cadre, the posts of Stenographers Grade II and Grade I in the existing scales of Rs.4500-7000/Rs, 5000-8000 and Rs.5500-9000 will, therefore, stand merged and be placed in the higher pay scale of Rs.6500-10500. Here, para 3.1.3 also bears relevancy which goes like this "Higher pay scales in the Secretariat offices may have been justified in the past when formulation of proper policies was of paramount importance. The present position is different. Today, the weakest link in respect of any Government policy is at the delivery stage. This phenomenon is not endemic to India. Internationally also, there is an increasing emphasis on strengthening the delivery lines and decentralization with greater role being assigned at delivery points which actually determines the benefit that the common citizen is going to derive out of any policy initiative of the Government. The field offices are at the cutting edge of administration and may, in most cases, determine whether a particular policy turns out to be a success or a failure in terms of actual benefit to the consumer. Accordingly, the time has come to grant parity between similarly placed personnel employed in field offices and in the Secretariat. This parity will need to be absolute till the grade of Assistant. Beyond this, it may not be possible or even justified to grant complete parity because the hierarchy and career progression will need to be different taking in view the functional considerations and relativities across the board."
    Now the Minister may be asked whether this has been implemented in respect of stenos. of field offices. Amalgamation of gr.I & II has not yet been done nor did any orders issued by dopt in this regard. The effective date of implementation of 6th cpc was 1/1/2006. Therefore the effective date of merged scale should be counted w.e.f 1/1/2006. All these have not done by the DOPT. Rather the recommendations like creation of post of PSO was implemented then and there & other benefits extended to CSS staff immediately indiscriminately. When the turn of field staff comes, DOPT refers it to DOE, MOF and resorts to dilly-dally the entire issue.

    It is high time, the confederation should bring it to the notice of the Minister, DOPT and chase the things till it goes in favour of the stenographers.
